§ 92.04 DUTY TO REGISTER AND LICENSE DOGS.
   (A)   Dogs, except dangerous dogs.
      (1)   Every dog, except a dangerous dog, must be registered with, and licensed by, the village pursuant to this chapter. Any dog purchased or otherwise acquired after the effective date hereof must be registered with, and licensed by, the village pursuant to this chapter not later than 30 days after the dog is acquired. It shall be unlawful for any owner or person to keep, harbor, possess, maintain or have the care or custody of any dog in the village without having registered and licensed such dog pursuant to this chapter.
      (2)   The application for registration and license for all dogs shall be made to the Village Clerk, which application shall include, without limitation, the following information:
         (a)   The name, address and telephone number of the applicant and of the owner, if different from the applicant, and the address where the dog is to be kept; and
         (b)   The breed, color, sex, name and date of rabies inoculation of the dog to be registered.
      (3)   The Village Clerk shall register the dog in the dog register book and issue a license certificate and metal license tag to the applicant or the owner, if different from the applicant, upon the occurrence of all of the following:
         (a)   Payment of the license fee required by this chapter;
         (b)   Presentation of a certificate of a licensed veterinarian that the dog to be registered and licensed has been inoculated against rabies in accordance with the provisions of this chapter; and
         (c)   Submission of a complete application pursuant to this section.
      (4)   The shape and color of the tag shall be changed every year and each tag shall have stamped thereon the year which it will expire and a number corresponding with the number of the license certificate. The replacement fee for lost or destroyed license tags shall be in the amount of $1.
      (5)   Licenses issued pursuant to this section shall be transferable upon payment of a fee of $10.
      (6)   No license shall be issued pursuant to this section to any applicant or owner who has been declared to be a problem pet owner pursuant to this chapter.
      (7)   The license year shall begin on April 1 of each year and expire on March 31 of the following year.
   (B)   Dangerous dogs. Every dog which has been adjudicated pursuant to Chapter 38 of this code or by the Circuit Court of the county as a dangerous dog must be registered with, and licensed by, the village pursuant to this chapter and § 92.05. Any dangerous dog previously designated as such or purchased or otherwise acquired after the effective date hereof must be registered with, and licensed by, the village pursuant to this chapter not later than 30 days after the dog is so designated or acquired. It shall be unlawful for any owner or person to keep, harbor, possess, maintain or have the care or custody of any dangerous dog in the village without having registered and licensed such a dangerous dog pursuant to this chapter.
   (C)   Number of dogs and/or cats. No person shall permit more than three dogs and/or three cats to be kept in or about any single-family residence within the village. This section shall apply only to dogs over three months of age and cats over four months of age. When circumstances dictate removal of any dogs or cats to assure compliance with this section, the animal control officer or other village personnel shall apply to the Hearing Officer or to the Circuit Court having jurisdiction seeking an order of removal.
