Any person failing to pay his or her water charges within the time period prescribed within this chapter shall be charged a late payment penalty equivalent to 10% of the bimonthly charge. The penalty shall be added to the whole amount charged. Failure to pay the water charge will result in disconnection as provided for in this chapter.
