(A) On the payment of the permit fee as provided herein, the application shall be referred to the Superintendent of Public Works for an investigation and a report, and in the event the application shall be approved, a permit shall be issued to the applicant to make a connection to the municipal sanitary lateral or main at the place described in the permit under the supervision and inspection of the Superintendent of Public Works.
(B) No permit shall be issued until either a building permit has been acquired or it is shown that there presently is service to an existing structure.
