(A) All public or private vehicles used for the collection or disposal of rubbish and yard waste shall have enclosed bodies, or suitable provisions for covering the bodies.
(B) Vehicles used for the collection or disposal of garbage, or rubbish containing garbage, shall have water-tight, enclosed metal bodies of easily cleanable construction, shall be cleaned at sufficient frequency to prevent nuisance or insect-breeding, and shall be maintained in good repair.
