(a) Fees for all actions and services performed in the administration and enforcement of the building code, including without limitation the costs of overhead, inspection of plans and specifications, fees for inspection of construction, building permits, certificate of use and occupancy, and other costs and related expense in the administration and enforcement of the building code shall be established by resolution.
(b) All fees received shall be deposited in the general fund of the city. All expenses shall be paid in accordance with the accounting practices of the city, and the council shall appropriate such funds as it deems necessary to properly administer and enforce the state construction code.
