(a) Sewer service charges for use of the POTW shall include:
(1) A charge for quantity of sanitary sewage discharged to the city treatment plant; plus
(2) A charge for BOD, suspended solids and phosphorous in excess of that for normal domestic wastes; plus
(3) A capital charge which equitably distributes capital costs for the wastewater collection and treatment system including payment of interest and principal on bonded indebtedness.
(b) Billings for the sanitary sewer service shall be charged at such rates and intervals as shall be established by resolution of the city council.
