A base connection fee as established by resolution of the city council shall be charged for any connection to the city water utility or the city sanitary sewer system as defined in this section.
(a) Water base connection fee. The maximum base connection fee shall be determined as follows:
(1) Determine the total current value of the capital components of the water production, treatment, distribution, and storage system minus the value of any water mains of eight inches in diameter or less.
(2) Divide the adjusted total current value of the water system from subsection (a)(1) by the current POTW treatment plant flow as expressed in REUs.
(b) Sanitary sewer base connection fee. The maximum base connection fee shall be determined as follows:
(1) Determine the total current value of the capital components of the sanitary sewer collection, treatment, distribution, storage, and disposal system minus the value of any public sanitary sewer mains of eight inches in diameter or less.
(2) Divide the adjusted total current value of the sanitary sewer system from subsection (b)(1) by the current POTW treatment plant flow as expressed in REUs.
