If the character of wastewater or waste from any manufacturing or industrial plant or any other building or premises shall be such as to impose an unreasonable additional burden upon the POTW, an additional charge may be made over and above the regular rates, or the Authority may require that such wastewater be treated by the responsible person before being emptied into the public sanitary sewer, or the right to empty such wastewater may be denied, if necessary, for the protection of the POTW or the public health or safety.
