No person shall discharge or cause to be discharged into the public sanitary sewers any waters, waste, substances or materials having the following characteristics without the prior review and approval of the Authority:
(1) A five-day BOD greater than 300 mg/l.
(2) Containing more than 350 mg/l of suspended solids.
(3) Having a chlorine demand of more than 50 mg/l.
(4) Having a daily average flow greater than two percent of the average daily sewage flow of the city.
(5) Having any quantity or substance having a characteristic described in section 82-153.
