No open outlet, street drain, catchbasin or other surface water source from a paved area, yard, court, or courtyard shall be connected with the building drain or otherwise directly or indirectly connected to the public sanitary sewer system. Any person making any such connection shall be deemed guilty of a misdemeanor and shall be subject to the penalty provided in Chapter 1, Section 1-8(e) of this Code.
