(a) A fee shall be paid by the owner, occupant or lessee subsequent to any inspection or periodic reinspection of premises by the Authority. The fee shall be established pursuant to Article IV, section 82-243 for each complete or partial unit of time the Authority is upon the premises. Each unit of time shall consist of 15 minutes. A minimum fee equivalent to two units of time shall be charged for each inspection or periodic reinspection.
(b) The inspection fee shall be paid within 30 days from the date that the billing for such fee is made by the city to the owner, occupant or lessee. If the amount is not paid to the city within such time period, the amount due shall be assessed against such property as a special assessment, in accordance with the provisions of section 11-9 of the city charter.
