Notwithstanding any other provision of this division, the Authority shall have the power to declare an imminent hazard and thereupon discontinue water service to the premises by sealing any piping arrangements, devices, equipment, facilities or appurtenances. Water service to such premises shall not be restored until the cross connections have been eliminated in compliance with the provisions of this division. In addition, violators shall be subject to further penalty, as provided in this division.
