(a) There shall be installed for each user one meter per household in good working order. Each user shall allow entry to the premises served by duly authorized city personnel at reasonable times for testing, inspection, repair and service to its water meters.
(b) All meters shall be owned by the city, except as otherwise specifically provided for, and upon written request of any user, accompanied by a deposit fee, such meter will be tested. If on such test the meter registers over two percent more water than actually passes through it, the meter will be replaced and the deposit refunded; otherwise the deposit will be retained to cover the cost of the test.
