All structures used or designed for human occupancy shall be connected to an available municipal water supply. The owner of any structure used or designed for human occupancy which is not connected to an available municipal water supply on the effective date of this chapter ordinance shall, at the owner's sole expense, connect such structure to any available municipal water supply within 18 months after the city's publication and service of notice of availability.
