The water supply and sanitary sewage disposal systems of the city shall be operated and maintained as one system on a combined-rate basis under the provisions of the Revenue Bond Act of 1933 (MCL 141.101, et seq.), to be known and designated as the water and sanitary sewage disposal system, or the system, which shall include all wells, water mains and laterals, pumping stations, sewers, sanitary sewage disposal plant, sanitary sewage lift stations and all attendant facilities and equipment which are used or useful in the operation and maintenance of either the water supply system or the sanitary sewage disposal system.
