The Council may by ordinance make any regulations necessary for the preservation and protection of any cemetery or burial place within the City, belonging to or under the control of any church, religious society, corporation, company, or association, and for the protection and preservation of the tombs, monuments and improvements thereof, and the appurtenances thereto.
