Sec. 90-143. Refusal of passenger to pay legal fare.

It shall be unlawful for any person to refuse to pay the legal fare of any of the vehicles mentioned in this article after having hired the vehicle, and it shall be unlawful for any person to hire any vehicle with intent to defraud the person from whom it is hired of the value of such service.
