All official action of the Council shall be by ordinance or byresolution, motion, or order. Action by resolution, motion, or order shall be limited to matters required or permitted to be so done by this Charter or by state or federal law or pertaining to the internal affairs or concerns of the city government. All other acts of the Council, and all acts carrying a penalty for the violation thereof, shall be by ordinance. Each ordinance shall be identified by a serial number and a short title. Each ordinance shall also be given a number indicating its position in the compilation or codification of ordinances, provided for in Section 7.9 of this Charter, excepting that each ordinance need not be given a number indicating its position in the compilation or codification or ordinances until after the publication of the compilation or codification of ordinances. Each proposed ordinance shall be introduced in written or printed form. The style of all ordinances enacted by the Council shall be, "The City of Mason Ordains."
