Sec. 78-128. Violations.
(a)   It shall be a violation for any person to violate any provisions of division 3 of this article.
(b)   It shall be a violation for any resident to drive upon any highway, street or public way in the city a bicycle which does not contain those parts or is not equipped with such lamps and other equipment in proper condition and adjustment as required in this article or which is equipped in any manner in violation of this article.
(c)   It shall be a violation for a resident who is a parent or guardian of any minor to authorize or knowingly permit any such minor to violate any provision of this article.
(d)   It shall be a violation for a cyclist who has committed a violation to refuse, upon request, to give the department his correct name and address.
