(a) A permittee under this division shall comply with all permit directions and conditions and with all applicable laws and ordinance.
(b) The parade chairman or other person heading or leading such activity shall carry the parade permit upon his person during the conduct of the parade.
(c) No person who is engaged or participating in any parade shall throw or distribute candy, money or other articles of value to any person assembled along the parade route.
(d) The permittee, parade chairman, marshal and any other person leading the parade shall make a reasonable and diligent effort to make the prohibition of subsection (c) of this section known to all persons engaged or participating in any parade permitted under this article.
