It shall be the duty of any person having a franchise or privilege to lay underground pipes or conduits or to install power or telephone poles or other transmission structures in the streets, alleys or other public places of the city, to file in the office of the director of public works a plat or map showing the streets, alleys or other public places in which such pipes and conduits are laid and the exact location and approximate depths of such pipes and conduits in each street; and thereafter all applications for permits to lay any pipes or conduits or to install any poles shall specify the proposed location in the streets, alleys or other public places of all such pipes or conduits and poles.
