The director of public works shall keep or cause to be kept an accurate account of the cost of inspection, labor and materials expended and used in work governed in this article, which shall be borne by the person having such permission; and such costs shall be deducted from the amount of the deposit so made. If in the judgment of the director of public works such sum so required to be deposited will not be sufficient to cover the probable cost of such work, he may require a deposit sufficient, in his judgment, to cover such cost; and on the completion of such work, any balance shall be returned to the person entitled thereto. In case of a deficiency, such person shall pay the balance due to the city.
