Sec. 70-37. Permit required for excavations.
No person other than a city department shall make any excavations or openings in or under any street, alley or public place without first obtaining a written permit from the director of public works. No such permit shall be granted until the plans and specifications for the work proposed to be done shall have been approved by the director of public works as conforming to uniform grades and locations, until a bond or certificate of insurance has been filed with the city clerk as provided in section 70-41, and until it is shown that there is compliance with Public Act No. 53 of 1974 (MCL 460.701 et seq.).
