Sec. 70-2. Removal of snow, ice; removal by city.
(a)   The occupant of any nonresidential building or lot, or the owner of any unoccupied nonresidential building or lot within the central business district as defined in chapter 94 of this Code shall remove or cause to be removed from the sidewalk adjacent to such building or lot, snow which has accumulated in excess of two inches, or ice that may have fallen, formed, or be remaining upon such sidewalk before the hour of 10:00 a.m. of each day, except Sunday.
(b)   If all accumulated snow or ice is not removed from such sidewalks before 10:00 a.m., the city is authorized to remove the snow and ice; and all such expenses for the removal shall become a charge against the property owner abutting upon such sidewalk. The owner and occupant shall be billed such expense by registered or certified mail addressed to their last known address and, if not paid within 30 days, shall be reported to the city council and may thereafter by resolution be levied against the property as a special assessment pursuant to Section 11.9 of the Charter.
