If, after considering any objections to proposed improvements as provided for in section 66-4, the council shall determine to make such improvement or repairs, it shall, by resolution:
(1) Declare its intention to do so;
(2) State what portion of the cost and expenses shall be defrayed by special assessment;
(3) State whether such special assessment shall be made according to benefits, which may be determined according to frontage, area or otherwise;
(4) Designate the lots, premises or locality constituting the district to be assessed; and
(5) Direct the city assessor to prepare a special assessment roll and report the roll to the council within 30 days.
