When by the provisions of the Charter of the city and the laws of the state the cost and expenses of any public improvement or repairs, in whole or in part, are to be defrayed by a special assessment upon lands abutting upon or adjacent to, or otherwise benefitted by such improvement, such assessment shall be made as provided in this chapter.
