In the event that the number of nomination petitions filed for candidates for the offices of Councilmember does not equal or exceed the number of such offices to be filled at any election, the Council shall nominate, by resolution, such additional qualified citizens as may be necessary to make the number of candidates for the office of Councilmember equal to the number of such offices to be filled. Such resolution shall in each case be passed not later than 5 days after the date on which the primary election was to have been held.
