No person shall conduct any garage sale within the city except pursuant to the following regulations:
(1) No more than three garage sales may be conducted at any residential premises within any one calendar year.
(2) No garage sale may be conducted, nor any goods publicly displayed, for a period of more than 72 consecutive hours.
(3) No goods or personal property may be displayed or exhibited in the front yard of any residence, nor in the side yard, except upon a regularly constructed driveway.
