The elective officers of the City shall be seven Councilmen. At the 1974 election four (4) Councilmen shall be elected for a term of two (2) years. At the 1975 election three (3) Councilmen shall be elected for a term of three (3) years, and then each four (4) years thereafter. At the 1976 election four (4) Councilmen shall be elected for a term of four (4) years and each four (4) years thereafter. Term of office shall begin January 1st following a Councilman's election to office.
