Sec. 42-80. Inciting riot prohibited.
No person shall willfully in a public place incite, attempt to incite, or be involved in attempting to incite a riot. This section shall not be construed to suppress the right to lawful assembly, picketing, public speaking or other lawful means of expressing public opinion not in contravention of law.
