Sec. 31-4. Commission powers and duties.
The commission established by this chapter shall have the following duties and powers:
   (1)   Carry out, assist, and collaborate in studies and programs designed to identify and evaluate additional district resources and historic districts worthy of preservation under this chapter as recommended by a duly appointed historic district study committee.
   (2)   Consult with and consider the ideas and recommendations of civic groups, public agencies, and citizens interested in historic preservation.
   (3)   Disseminate information to the public concerning those district resources deemed worthy of preservation, and encourage and advise property owners in the protection, enhancement, perpetuation, and use of property of historic, architectural, and archaeological interest.
   (4)   Consider methods other than those provided for in this chapter for encouraging and achieving historic preservation, and make appropriate recommendations to the city council and other bodies and agencies, both public and private.
   (5)   Establish such policies, rules, and regulations as it deems necessary to administer its duties as herein provided.
   (6)   Maintain and use funds obtained by gift or grant from any public or private source to acquire property for preservation purposes and administer such funds and acquisitions in accordance with the purposes herein provided.
   (7)   Review plans and applications for all permits required by this chapter for any work affecting the exterior appearance of any historic or non-historic resource within a historic district. The commission shall have the power to issue a certificate of appropriateness if it approves of the plans submitted. The commission shall also have the power to issue a denial or a notice to proceed. The commission may authorize the zoning official to review and approve certain types of applications involving minor alterations, additions or repair of district resources, with quarterly review by the commission. The commission shall provide written standards that clearly describe the type of minor work that the zoning official may review and approve.
