Sec. 26-201. Definition.
In this article, "costs" means any costs directly or indirectly incurred by the city and shall include but not necessarily be limited to the following:
   (1)   Actual labor costs of city personnel, including workers' compensation benefits, fringe benefits, and administrative overhead;
   (2)   Costs of equipment, operation and materials obtained by the city; and
   (3)   Costs of any contract labor or materials which are necessitated for the cleanup of hazardous substances.
The term shall not include actual fire suppression activities normally or usually provided by the city fire department. The provisions of this section shall apply to all costs incurred by the city not recovered through the state hazardous waste service fund or through Section 123 of the Comprehensive Environmental Response Compensation and Liability Act.
