The following are exempt from this division:
(1) Emergency runs where the run was the result of a hoax or prank and the persons responsible are not under the control or supervision of the property owner or lessee and cannot otherwise be located.
(2) Persons who call emergency personnel with a reasonable basis to believe the service is necessary.
(3) Emergency response caused by an alarm system activated by tornado, earthquake, lightening, or other violent condition beyond the control of the property owner or lessee of the premises.
(4) One falsely activated alarm may be allowed within a 120-day period.
