To defray the cost of responding to false alarms and to discourage the continuation of repeat false alarms, there is hereby established a fee, the amount of which is to be set from time to time by resolution of the city council, to be charged jointly to the property owner and lessee of any premises to which, by means of automatic device or otherwise, emergency services of the City of Mason are falsely deployed, whether said services are deployed to areas within or without the corporate limits of the city.
