Sec. 26-53. Exemption.

The following circumstances are exempt from the charges under this division:

   (1)   All fires which occur on property owned, maintained and used by the city, including all buildings, grounds and other personal property.

   (2)   Unless instigated or caused by the owner, all false alarms regarding any property located within the city.
