Any person starting, initiating or originating a fire within the city which requires or necessitates the use of the firefighting personnel and/or equipment of the fire department shall be charged for the actual cost of extinguishing of the fire or the dispatching of personnel and equipment for the purpose of extinguishing a fire, under the following circumstances:
(1) Any fire originating in or involving a motor vehicle or other vehicle, that is owned by persons who are not residents of the city.
(2) Any fire set for which the person has not obtained a permit, as required under article III of this chapter.
(3) Any fire for which a permit was obtained under article III that becomes uncontrolled or when the permittee does not comply with permit guidelines.
