Decorations and displays denoting holidays, events, seasons of the year or similar occasions shall be permitted, subject to the following requirements:
(A) No such display shall be in place for more than 90 days.
(B) No pennants, streamers or flags shall be allowed.
(C) A display shall not convey a commercial message or bear the name of a business or product.
(D) A permit for a seasonal sign or display shall be issued upon determination by the enforcement official that the sign or display conforms to all applicable requirements of this chapter.
