All signs hereafter constructed, corrected, painted or otherwise established, moved, altered or changed within the limits of the village or the adjacent area designated on the zoning district map shall comply with the following regulations, except that repair and/or maintenance of lawful, nonconforming signs shall be in accordance with the regulations as set forth herein. Sign regulations of this code shall not apply to governmental signs including traffic signs which are erected and intended for public information, direction, safety or control purposes and no sign in any district shall conflict in any manner with the clear and obvious appearance of public devices controlling public traffic or safety.
