A franchisee shall build and maintain its system so that within a reasonable period of time, as established by the franchise, it is able to provide service to all households desiring service located within the franchise area without any construction charges, other than standard connection charges and drop charges as indicated in § 116.059(B). A franchisee must build and maintain its system so that it can extend service to households desiring service located outside the franchise area in accordance with § 116.059(A) through (D). Connections to commercial customers shall be governed by § 116.059(E).
