(A) Connections to sewerage system.
(1) Premises within village. No person shall connect any premises situated within the village to the village sewerage system without first making application therefor to the village Building and Zoning Department office and paying the applicable tap-on fees established by ordinance.
(2) Premises outside village. No person shall connect any premises situated outside the village to the village sewerage system without first making written application therefor to the Village Board and obtaining the Village Board’s approval. Any such connection shall be subject to such conditions as the Village Board may impose in its sole discretion.
(3) Connections to waterworks system required. No person shall connect any premises to the sewerage system of the village unless such person also connects such premises to the waterworks system of the village. However, if there is no available portion of the waterworks system that can reasonably be tapped onto by a person seeking such sewer service, then the person may appeal to the Village Board to be excused from the provisions of this section, provided that the person agrees at such time to tap on to the waterworks system as soon as the same is accessible to him or her, as determined in the sole discretion of the village.
(4) Expanded use of existing sewer tap. Additions or renovations of existing buildings or expanded use of an existing sewer lateral for new construction that generates an increase in sewer usage of more than 100 gallons per day (gpd) shall be assessed a connection fee. This connection fee is calculated using the estimated peak daily flow multiplied by the then current peak daily flow multiplier. This connection fee does not apply to single-family residential renovations or additions unless the usage of a single-family residence changes to duplex, multi-family, industrial or commercial. At the time a new building permit is issued for remodeling or occupancy is applied for, an additional permit fee will be charged at the current sewer connection fee based on the new population equivalent (PE) calculation of the new use if it is to increase over the previous PE fee paid.
(B) Sewer permit connection fees.
(1) Residential. A separate sewer permit fee shall be required for each residential unit, including residential multi-family units such as apartments, villas, town houses, and town homes. The tap-on fee cost for each residential unit is $3,000 for in-village and $4,000 for out-of-village. (This permit fee includes an inspection fee of $150.)
(2) Commercial, industrial and multiplex elder care, nursing care or assisted living buildings and other type facilities. Mutliplex elder care, nursing care, or assisted living unit residential buildings,
all commercial, industrial, and other type users shall be charged a sewer permit fee in accordance with the following schedule which includes a charge for connection of each commercial, industrial or special purpose facility connected to the sanitary sewer system:
(a) Sewer permit fees shall be based on population equivalent, defined by the Illinois Environmental Protection Agency, State of Illinois Rules and Regulations, Title 35, Subchapter C, Chapter 1, Section 301.345, as a term used to evaluate the impact of industrial or other waste on a treatment works or stream. One population equivalent is 100 gallons (380 liters) of sewage per day, containing .17 pounds (77 grams) of BOD5 (5-day biochemical oxygen demand) and .20 pounds (91 grams) of suspended solids.
(b) State of Illinois Rules and Regulations, Title 35, Subtitle C, Part 370, Design Standards for Sewage Works, Appendices A and B, contain resident occupancy criteria and commonly used quantities of sewage flows for various types of facilities. If the type of facility to be connected is not listed, documentation from similar type facilities will be used to determine wastewater population equivalent (PE). The sewer permit fees for each sewer permit for users with greater than 3.5 PE wastewater discharges to the sanitary sewer system shall be the permit fee for 3.5 PE plus a fee for each additional PE.
(c) Sewer permit fees based on population equivalents (PE) are as follows:
