The village reserves the right to have the Village Board decide all questions or disputes which may arise between the village and any customer and to have the Village Board interpret the meaning of all of the provisions of this chapter. The decision of the Village Board shall be final and binding upon the village and customer and the provisions of the section shall become a part of every contract for utilities between the village and all customers.
