Any person, persons, business or corporation owning or operating alarm equipment in the village and whose equipment generates three or more false alarms to the village or any of its personnel within any one 12-month period from May 1 to April 30 shall be liable to reimburse the village according to the following schedule:
(A) For each false alarm over two, reimbursement to the village shall be at the rate of not less than $25, nor more than $500.
(B) For each false alarm over five, reimbursement to the village shall be at the rate of not less than $50, nor more than $500.
