No person shall move any building, trailer, mobile home or other structure on, through or over any street, alley, sidewalk or other public place in the Municipality without first obtaining a permit therefor from Council. An application for such a permit shall be made, in writing, to the City Clerk, and shall state thereon the proposed route, date, time and number of days it is intended that such building, trailer, mobile home or other structure occupy any portion of any street, alley, sidewalk or other public place.
