Any person, partnership, corporation, or other legal entity violating shall be fined not less than one hundred dollars ($100.00) nor more than seven hundred fifty dollars ($750.00) for each offense. However, there shall be no fine imposed as long as the owner is proceeding to repair or demolish fully in accordance with this Chapter. A complaint filed against any person seeking a fine or penalty, or that any fine or penalty is imposed, shall not in any way prevent this city from proceeding, or waiving any right of this city to proceed, under 65 ILCS 5/11-31-1, et seq.
