Each owner or operator of a bicycle shall secure from the Mayor, for one dollar ($1.00), before January 2 of each year, a new license tag which shall replace the old tag and be attached in the same manner. The purchase of the new tag shall be recorded on the license and the duplicate thereof at the time of purchase.
