(a) Upon the issuance of a license, the licensee shall affix to the bicycle a proper tag to be furnished by the City, which he shall cause to be firmly attached to the rear mud guard or frame of the bicycle in such a position as to be plainly visible from the rear.
No person shall remove any such tag, except with proper authority or upon transfer of ownership.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
