“Motorized Scooter” means any vehicle having either two tandem wheels, or one wheel in front and two wheels in the back, that is equipped with a helper internal combustion or electric motor that is capable of propelling the vehicle at a speed in excess of six miles per hour, and upon which a person may sit or stand.
