The City hereby elects to adopt and implement the procedure set forth in Ohio R.C. Chapter 5722 relative to the effective utilization of nonproductive land situated within the Municipal corporation. The existence of such nonproductive land within the boundaries of the City is such as to necessitate the implementation of the land reutilization program to foster either the return of such nonproductive land to tax revenue generating status or the devotion thereof to public use. The implementation of such a program constitutes a public purpose and the use of such land required pursuant to such program constitutes a public use of such land.
