Each time the City borrows any monies the Chairman of the Finance Committee shall send or deliver a written communication(s) to the Citizens Bank, National City Bank, and Sky Bank specifically setting forth all of the specifications therefore, including the specifications that all bids must be sealed and in writing, and delivered to the City on or before the designated time.
