(a) RESIDENTIAL RENTAL PROPERTY. Means any residential dwelling which is rented, let, leased or a similar arrangement, to someone other than the person holding title to such property and where the owner receives money, services or other consideration for the use of such dwelling. Public housing developments with greater than ten units are exempted from the definition of Residential Rental Property.
(b) TENANT. Means one who rents or leases a residential rental property from a landlord, with or without a written lease.
